To convert images to PDF, open Image to PDF, drop in your JPG, PNG or HEIC files, use the arrows to put them in order, choose A4, Letter or Same as photo, and press Make PDF. Each image becomes one page and the PDF downloads straight away. Everything happens in your browser, so nothing is uploaded.
When do you need images as a PDF?
A PDF keeps many pictures together, in order, in one file that looks the same on every device. Typical cases:
- Sending photos of documents (contracts, receipts, ID cards) to a bank, landlord or employer
- Uploading scanned pages to a visa, university or job portal that only accepts PDF
- Submitting homework or handwritten notes as one file
- Combining screenshots into a single report
- Printing several photos at once with consistent margins
How do I convert images to PDF step by step?
- Open Image to PDF.
- Drag your images onto the box, or click to choose them. JPG, PNG, WebP, GIF and HEIC all work.
- Use the ↑ and ↓ buttons to put the pages in order, and ✕ to remove one.
- Choose a Page size: A4, US Letter, or Same as photo.
- For A4 or Letter, tick White margin for a neat border.
- Adjust Photo quality if you need a smaller PDF. 85 is the default.
- Press Make PDF. A progress bar shows each page; the PDF downloads when it's done.
Landscape images get landscape pages automatically, so wide photos fill the page instead of being squeezed.
A4, Letter or same as photo?
| Page size | Use it when |
|---|---|
| A4 (210 × 297 mm) | Almost everywhere outside North America, most official forms |
| US Letter (8.5 × 11 in) | US and Canada |
| Same as photo | Photo albums, portfolios, slides; no white border |
If a form says "A4 PDF", choose A4 with a margin. It prints cleanly and fits standard document viewers.
Tips for photos of documents
- Lay the page flat on a dark surface in daylight, and shoot straight down to avoid a slanted page.
- Fill the frame with the page, but leave a little edge so nothing is cut off.
- Turn off the flash; it causes a glare spot.
- Take one photo per page and check each is sharp before converting.
- If the PDF is too big for email or a portal, lower Photo quality to 70, or compress the photos first with Compress Image.
JPG to PDF and PNG to PDF
The same tool has dedicated pages:
- JPG to PDF: JPG photos go in without being recompressed, so they keep full quality.
- PNG to PDF: ideal for screenshots. Transparent areas appear white on the page.
- HEIC to PDF: for iPhone photos. See our iPhone photos to PDF guide.
How do I add more pages to an existing PDF?
Make a PDF of the new images, then combine it with the existing one using Merge PDF. Our guide on how to merge PDF files walks through it.
Troubleshooting
- A HEIC photo fails: some unusual HEIC variants can't be decoded in the browser. Convert it first with HEIC to JPG, or export it as JPG from your phone.
- The PDF is very large: each photo keeps its full resolution. Lower the quality, or shrink the photos first.
- Pages are in the wrong order: fix the order with the arrows before pressing Make PDF.
Is it safe for private documents?
Yes. Most online converters upload your files to their servers. This one builds the PDF inside your browser, so your ID cards, contracts and receipts never leave your device.
